THE CITY OF SAVANNA HAS ENTERED INTO A CONTRACT WITH MORING DISPOSAL FOR CURBSIDE REFUSE & RECYCLING SERVICE.CURBSIDE REUSE & RECYCLING OUTLINE
Tin & Aluminum Cans, formed containers, i.e. pie tins and foil products. Rinse completely and place lids inside of cans. Labels do not have to be removed.
Glass Jars & Bottles only: Rinse & remove lids. Labels do not have to be removed.
Plastic Jugs and bottles: Containers with the numbers 1 through 7 on the bottom. Including drink, food, laundry cleaning supply, oil and antifreeze containers. All containers must be completely empty with lids removed. Labels do not have to be removed.
Newsprint: Bundle, place in the bottom of recycling bin or place in paper grocery bag.
Junk Mail: Includes envelopes, fliers, brochures, bill stubs, advertisements in bills, old papers, all white and colored papers. Place in grocery bag or recycling bin.
Brown Kraft Paper Bags: Grocery, shopping, lunch bags, etc.
Corrugated (Cardboard Boxes): Break down, bundle and stack in larger boxes of manageable sizes, not to exceed 3 foot square.
Other cardboard: Food boxes such as cereal, baking goods, hamburger helper, macaroni, pasta type boxes, clothing boxes, shoe boxes, toy & game boxes, etc. Beverage cartons, i.e. 12 pack cases, 6 pack carriers, etc. Bundle or stack all items in a box or your recycling bin.
GENERAL RECYCLING INFORMATION
Recycled items must be at the curb by 6:00 A.M.. Contractor will be starting promptly at 6:00 A.M.
Newsprint and other paper products can be stacked on the bottom of the bin with all other materials co-mingled on top. This may help to prevent blowing on windy days.
In the event that you have more recyclables than you bin will hold, simply place excess items in a separate bag or container next to your bin. If a container other than a recycling bin will be used on an ongoing basis, please mark the container clearly for recycling.
All residences must have a recycling bin at the curb to help the driver identify your stop for recycling collection that day. Additional recycling bins are available for purchase at the City of Savanna. Plastic grocery bags, styrofoam and blister packaging are not recyclable and should be set out with your trash.

GARBAGE PREPARATION GUIDELINES
All garbage items must be at the curb by 6:00 A.M. Contractor will be starting promptly at 6:00 A.M.
All trash must be placed in a refuse container, bag or box, not larger than 33 gallons in capacity.
Containers or bags must not exceed a weight of 40 lbs. Each single family dwelling is allowed up to 2 - 33 gallon bags or trash cans each week along with unlimited recycling. Customers who use bags smaller that 33 gallons will be allowed more within reason.
Residents with bags or refuse container over the (2) allowed each week can purchase garbage stickers at Sullivan Foods, 217 Chicago Avenue, or Savanna City Hall, 333 Chicago Avenue, for $1.00 each.
Residents requiring special service for pick-up of bulky furniture or appliances should contact Moring Disposal (1-800-423-0759) for pricing and to make special arrangements for pickup.
Large dumpsters are available for household clean-up or remodeling projects.
Ashes will be collected, but must be placed out in a paper or plastic bag or cardboard box.

Tires, automotive batteries, un-drained oil filters, un-dried paint, free liquid of any kind, yard waste, items containing oil or fuel, medical waste, syringes must be sealed in a rigid plastic jug and clearly marked for drivers
No household chemicals. Residents should look for county sponsored hazardous waste clean-up programs.

CHIRISTMAS TREE PICKUP
After the holidays, Christmas trees will be accepted as one of the (2) weekly trash items or residents can affix a $1.00 garbage sticker to their tree and set it out for normal weekly collection.

Savanna Water & Sewer
The City of Savanna owns and operates its own municipal water utility consisting of four wells, two elevated water storage tanks, a water reservoir and water distribution system. Well No. 3 has a capacity of 350 gallons per minute; Well No. 4 has a capacity of 500 gallons per minute; Well No. 5 has a capacity of 550 gallons per minute; and Well No. 6 has a capacity of 1200 gallons per minute.
Water is pumped directly into the distribution system with a 250,000 gallon elevated storage tank and a 550,000 gallon reservoir acting as an equalizer. Water is pumped from the distribution system by a booster pump located on North Fourth Street to a 50,000 gallon elevated tank to serve the high ground in the north east sector of the City.
The distribution system is composed of 4", 6", 8", 10" and 12" diameter water mains. Water is treated by the addition of chlorine, fluorides and polyphosphates, in accordance with Illinois Environmental Protection Agency standards.
The water distribution system serves approximately 1350 residential users, 200 commercial users and 45 industrial users. All users are metered. To facilitate meter reading and rendering of service bills, the city has been divided into commercial and residential zones. Service bills are issued quarterly on a staggered basis.

Savanna Illinois City Streets
Savanna's Street Management Plan includes salting, plowing, and sweeping. Savanna's Snow Plowing Operational Plan defines a snow emergency, explains when plows will be called out, defines snow plowing districts, techniques, etc. The Salting Operations Plan includes information on materials used for salting, which areas will be salted during the storm, and when the plan shall go into effect.

It’s that time of year for the swimming pool. Please note the following key Sections of the City Code if you intend to have a pool this summer. The full regulations can be viewed online, or you can visit City Hall for a copy. These regulations were created to preserve the health and safety of the pool owner and your neighbors. 4-4-1: GENERAL PROVISIONS:
(B) Private Swimming Pool Defined: "Private swimming pool" is defined as a receptacle for water or an artificial pool or water, having a depth at any point of thirty one inches (31") or more, intended for the purpose of immersion or partial immersion therein of human beings, including portable or temporary type pools of plastic, rubbersized cloth or similar materials, installed either above or below ground elevation, and including all appurtenant equipment constructed, installed and maintained in or above the ground outside of a building used for a single, duplex or multiple-dwelling unit; provided further that such private swimming pool is maintained primarily for the use of the owner or tenant or tenants of the premises upon which same is situated, and family friends and guests of same, and not for the purpose of profit or in connection with any business, nonprofit club or organization.
4-4-2: ABOVE GROUND ELEVATION PRIVATE SWIMMING POOL:
(A) Fences: All above ground elevation private swimming pools within the city except swimming pools with a fence integral with the pool wall shall be completely enclosed by a fence or other structure designed to prevent small children from inadvertently wandering into the pool. Such fence or other structure shall be not less than four feet (4') in height. All access gates or doors opening through such enclosure shall be equipped with a self-closing and self-latching device designed to keep and capable of keeping such door or gate securely closed and locked at all times when not in actual use and to prevent small children from opening the access door or gate; provided, however, that the door of any dwelling forming any part of the enclosure hereinabove required need not be so equipped. Swimming pools with a self-contained fence shall have at least four feet (4') in total height of pool wall and fence from ground level to the top of the fence. (Ord. 1812, 9-27-2005)
1. Outside safety ladders are required for swimming pools with a self-contained fence and must be of the retractable type. When the pool is not in use, the raised ladder must be locked to hold ladder in a raised position, and the entire pool area shall be inaccessible.
2. At least one such means of egress shall be provided and located on the side of the pool.
3. Two (2) or more means of egress shall be provided for pools having a shallow end and a deep end. At least one such means of egress shall be located on a side of the pool at both the deep end and the shallow end.
4. Treads of ladders shall be constructed of nonslip materials and the ladder shall have a handrail on both sides.
(D) Pool Covering And Ladder Removal: All swimming pools under thirty one inches (31") in depth, though not requiring fencing under this section, shall be covered and secured when not in use. All such pools shall have the pool ladders removed and secured when not in use.
4-4-4: GENERAL REQUIREMENTS:
(G) Construction, Permit Required; Location: No person shall hereafter construct, cause to be constructed, operate or maintain a private swimming pool without first obtaining a permit therefor from the city. Written application for such a permit shall be filed with the superintendent and, in the case of a pool which is to be constructed or in the first application for the operation of an existing pool, shall be accompanied by two (2) sets of plans and specifications sufficiently detailed to enable determination of whether the proposed pool complies with the requirements of this chapter. No such permit for an existing pool shall be granted by the superintendent until full compliance with this chapter has been demonstrated. Swimming pools shall be so constructed that there will be at least ten feet (10') between the main building and the swimming pool, and there shall be at least three feet (3') between any auxiliary building and the swimming pool. No swimming pool shall be built within any front yard. Pumps, filters and pool disinfecting equipment installation shall be located at a distance of not less than three feet (3') from any side property line.
